Policies - Unattended Dog

Prescott Public Library requests your cooperation following our unattended dog policy.

Any dog that is restrained on library property must not be aggressive, disruptive or be restrained in such a manner as to block or impede entrances or access to the library.  Do not secure dogs to handrails or benches just outside library entrances.

Prescott City Code states:

5-2-5: MISCELLANEOUS PROVISIONS:
(B) It shall be unlawful for a dog to be at large within the boundaries of the City.  A dog is not deemed to be at large: (Ord. No. 3026, eff. 12-24-92)
1. If said dog is restrained by a leash, rope, or chain of not more than six feet (6') in length when off the premises of the owner; provided that,
(1) said dog is in the custody or control of the owner or his designated agent; or
(2) the owner or his designated agent has restrained the dog as provided herein for a brief and reasonable time period to enter a public building, commercial establishment or some other structure or place prohibiting entry by dogs or other animals.
Time periods exceeding fifteen (15) minutes shall be presumed neither reasonable nor brief; (Ord. 2219, 9-25-90).

Enforcement:

1. If a dog has been left for more than 15 minutes or is blocking an entrance for any amount of time, library staff will make an announcement calling the owner of the dog to the appropriate service desk.  If practical, staff will repeat this announcement in the computing and reading/study areas on the Main Level.
2. The dog owner will be given a copy of the Unattended Dog Policy and asked to remove the dog from library property.
3. If the owner does not report to the desk or remove the dog in a reasonable amount of time, Police Dispatch will be contacted (445.3131) and asked to remove the dog.
