Solicitation Policy Gathering Petition Signatures on Library Grounds The Prescott Public Library is a quasi-public forum. Gathering of petition signatures is viewed as a free speech issue, protected by the First Amendment to the Constitution of the United States, and is allowed on library grounds according to the following guidelines:
Because of the layout of the library entrances the following guidelines apply:
Both the solicitors and library patrons are expected to abide by the library’s standards of behavior. Groups and individuals registering voters should follow the above guidelines. Commercial solicitation is not allowed.
